Storage Tank Removal and Abandonment Policy
The policy of the Greenwich Fire Marshal's office in regards to the abandonment or removal of underground tanks shall be as follows:
- In any instance all regulations of the State of Connecticut, as addressed by the Department of Public Safety and the Connecticut Department of Environmental Protection, shall be adhered to.
- In addition, this office will require wherever it is possible to remove an underground storage tank, the tank will be removed. If due to extenuating circumstances it is impractical to remove an underground tank, it may be properly abandoned in place. This office will determine when a tank is in a location making it impractical to remove.
- Regardless of whether the tank is to be removed or abandoned in place, the soil under the tank shall be tested to determine if any contamination has occurred.
- Should any contaminated soil be found, the affected tank and soil shall be removed as per Connecticut Department of Environmental Protection Regulations.
ABANDONMENT PROCEDURES
When a tank is authorized to be abandoned in place, the following method of abandonment shall be followed:
- All product lines for supply and return shall be disconnected and capped at all ends.
- All product and any sludge or sediment shall be removed (and legally disposed of), and the inside of the tank cleaned.
- The soil below the tank shall be tested for contaminates.
- The tank may then be filled to capacity with inert material.
- (Tank removal companies recognized by the Connecticut D. E. P. for foam injection may be utilized.) Concrete slurry is also an acceptable method.
After the tank has been removed or abandoned, a drawing showing the location of where the tank had been or where the tank had been abandoned will be forwarded to this office. This drawing should also show the location of buildings and/or streets to properly identify the location.
A written report from a recognized testing laboratory or equivalent company skilled in soil sampling, detailing the method of sampling and the results, will also be presented to this office.
If a tank is removed from the ground, under no circumstances shall the tank be cut up within the Town of Greenwich. All regulations for transporting tanks shall be strictly observed.
